I think this is for the desktop app, since the web app does not support layers. Anyway, checkout https://bvisual.net/products/layermanager/ for the desktop app.

As a workaround, you can add comments to pages, then use the Comments pane to switch pages quickly

It is now possible to create process flow diagrams and or charts without a Visio licence if you use the Visio Data Visualizer app for Excel, available from the Office store. These diagrams can then be used in Power BI too.
Until Microsoft add this ability in Visio, perhaps you should try my LayerManager utility https://bvisual.net/products/layermanager/
