Yeah this is a pain.....44% actually isn't the default value...this is just the value assigned based on the height and width of the drawing in question.....ie the default behavior is that when diagrams load on visio online it wants to fit the full height and width of the content in the available window.....this is a real pain for us as our process flowcharts read top to bottom using vertical swimlanes hence portrait in orientation, so when they load you see this portrait diagram in a landscape window and we have to zoom in every time you move to page to page within the same visio file or even when you click on a hyperlink to open a different process...really wish Microsoft could do something.....our only option at the moment is to create a landscape template and transpose the diagrams into horizontal swimlanes but for the volume of diagrams we have we don't have the resources to do this......we actually want to create sharepoint pages and display process diagrams as a web part on the page but again Microosft hasnt developed the fuctionality of the file viewer web [part yet to be able to customise height/width display and zooming etc...too many borders etc

Only issue is the Javascript API only works on web parts on a classic page...needs to be introduced to modern.....little point having to migrate diagrams from visio web access to visio online if the extentions and API can't be used on the modern UI

I'm in the same boat - we use portrait vertical process flowchart diagrams - Think more than a button, it needs an option within document library settings to allow site owners etc to select how Visio files appear in the browser for their organisation

We have just moved from SharePoint 2010 using Visio Web Access where the zoom you saved the visio file was how it appeared in browser...we have now moved to 0365 and modern share point / visio online and I'm now getting feedback the new system is more clunky than the old.
